In this case, the finger points at religious nutjob Jack T. Chick. A prolific cartoonist Jack produces a large number of “chick tracts” which put forward a naive and fundamentalist view of just about anything what wanders into his mind when he forgets his medication.
The panel shown here is part of a larger work that tries to explain that after a flood (or rather, The Flood(tm)) the remaining dinosaurs had problems breathing and then were eaten by insane woodsmen. Or something.
